A district collector, a judge, and a police official are all kidnapped in broad daylight. The kidnapper cocking-a-snook at the establishment, calling himself ‘Citizen’ and appearing in different disguises to get at his targets. C.B.I. officer Sarojini (Nagma) finally traces the common factor among the kidnapped trio to Athippatti, a small hamlet consisting of fishermen. But to her surprise both the village and its 690 odd inhabitants seemed to have been wiped away from the face of the earth.
The diggings tell a story of a mass massacre that must have taken place about a couple of decades back. ‘Citizen’ is finally apprehended. He comes out with his story of the gory happenings at Athippatti and how he, as a little boy, had been the sole survivor of the nightmare that gripped the village that day from the map of India, twenty years back. The entire village was wiped off including women and children by the three kidnapped officials because of their greed for power and money.
Ajith wants the citizenship of the three government officials revoked including their families as a punishment for their atrocities to the inhabitants of Athippatti.

Billa 2: The Beginning is a 2012 Indian Dubbed Hindi Movies 2014 Full Movie (Tamil gangster-thriller film) directed by Chakri Toleti. It is a prequel to the 2007 film Billa and focuses on how David, an ordinary man from the coastal regions of South Tamil Nadu, becomes Billa, a dreaded underworld don, with Ajith Kumar reprising the role of the titular character.[3] Supporting roles are essayed by Parvathy Omanakuttan, Bruna Abdullah, Vidyut Jamwal and Sudhanshu Pandey, all of whom make their debut in Tamil cinema. The film’s soundtrack and background score were composed by Yuvan Shankar Raja, while R. D. Rajasekhar handled the cinematography and Suresh Urs worked as the editor.
The film, produced by Wide Angle Creations in association with the Hinduja Group company IN Entertainment, was officially announced in November 2010, with Vishnuvardhan as the director. Due to conflicting dates, he was replaced by Chakri Toleti, while a new script was penned by a team involving Toleti and Eric Felberg.
Filming, which commenced in July 2011 and was completed by December 2011, took place primarily at Tamil Nadu, Goa, Hyderabad and in Georgia. Billa II was released worldwide on 13 July 2012 and a dubbed Telugu version titled David Billa was also simultaneously released in Andhra Pradesh
